Notice of Emergency Special Resolution - April 24, 2024

It’s come to our attention that an important resolution needs to be addressed. Due to the nature of the resolution and a narrow window for us to comply with the Community Gaming Branches requirements, this cannot wait until the 2025 AGM & Convention.

This resolution refers to how the delegates from the Direct Members Club are selected for the AGM. Currently Direct Members delegates register, then are selected by the Executive Committee based on the number of registrants in the category. This is not in line with representation requirements for members by the Community Gaming Grants Branch of the Ministry of Municipal Affairs. The Branch requires that the Direct Members Club have the opportunity to select their own delegates for the AGM.

Therefore, I officially give 60 days notice of a Special General Meeting to approve an amendment to the B.C. Wildlife Federation Bylaws that will change the way Direct Members Club delegates are selected to attend the AGM will be chosen. Please see the attached resolution.

A communication will come out shortly with details for this meeting along with a ZOOM link for delegates to participate. Delegate allotment for clubs and direct members for the purposes of this Special General Meeting will follow the Bylaws like any General Meeting of the B.C. Wildlife Federation.

In order to be considered for discussion at the BCWF 2025 AGM & Convention, Resolutions must have been received by the BCWF Office or Resolutions Committee Chair no later than 11:59 pm, December 31, 2024.

Late resolutions, unless deemed Emergency Resolutions, will be held over until the following year. Allowances will be made for unusual circumstances, mail strikes and so on, however, this is at the discretion of the Resolutions Committee.

2025 AGM - Resolutions

The B.C. Wildlife Federation asks that you send forth your resolutions for review. Resolutions to be considered for debate at the 2025 AGM & Convention must be passed by the Region and be received by the BCWF Office or Resolutions Committee Chair no later than 11:59 pm, December 31, 2024. Minutes of the Region meeting noting the Resolutions were passed will need to be submitted along with the Resolutions themselves.

Late Resolutions, unless deemed Emergency Resolutions, will be held over until the following year. Allowances will be made for unusual circumstances, mail strikes etc., but this is at the discretion of the Resolutions Committee. Email, fax, or hardcopy are acceptable. There is no appeal on a lateness decision. The Resolutions Committee will review the Resolutions which are submitted before the deadline, judge as to admissibility (i.e. must deal with provincial, national or international matters, not regional issues), and re-draft as required. Sponsors whose
resolutions are modified or rejected will be advised in writing.

To ensure the resolutions originating from your Club/Region are eligible for consideration, please ensure that they meet the following requirements:

1. Was the Resolution submitted by the stated deadline (with proof of minutes from Regional Submissions)?
2. Does it deal with provincial, national, and international issues?
3. Was it first directed to the appropriate BCWF committee for action before being submitted as a resolution (Confirm with Committee Chair or Co-chairs)?
4. Is the subject matter included in the BCWF Constitution or By-laws (Then it should be a Special Resolution)?
5. Is it clear and factual to what is being sought in the text of the Resolution?
6. Are all the words clearly articulated ensuring there are no abbreviations?
7. Is the wording of the resolution appropriate?
8. Does the BCWF have the ability to undertake the action(s)?
9. Is the information of the supporting brief factual?
10. Has the same resolution been passed previously?
11. Does the resolution cover two different topics? If so, please ensure it is separated into two distinct resolutions.
12. During the last 3-year period, has a similar resolution or the subject matter of the resolution been defeated?
